When I was at Secondary School our history class studied The Treaty of Waitangi.
In it there was an article that conceeded that Maori have rights to fisheries.
Fish live in; the sea, ponds,pools (remember the Dr Suess book "McElligots Pool" ) lakes and rivers.
Mighty River is a river.
Fish live in Mighty River.
Maori have rights to the Mighty river as a fishery.
A person may not have ownership of water.
The Treaty of Waitangi provides a right to the fishery though.
People (and Goverments) have short memories.
Goverments can make mistakes (The Third Reich), Syria, Muammar Gaddafi ... you get the point.
Some governments ride roughshod over the countries they are supposed to oversee.
